1. Conditions for establishing a trade

The conditions for establishing a trade are general and special.

General conditions for establishing a trade are:

non-existence of a ban to perform activities - on the basis of a final court judgment or a decision on a misdemeanor or a decision of the Court of Honor of Croatia

right to use the space (ownership, lease or consent of the owner).

Special conditions for establishing a trade are:

appropriate level of expertise for related trades (qualification exam, secondary education, master's exam)

special health ability , for trades for which it is prescribed by special laws (eg construction activities due to work at height),

privilege in the case of privileged trades, issued by the competent ministry or other state body (e.g. for carrying out fishing at sea or road transport of persons or things).

2. Business headquarters and the right to use the space

If the space requires space to perform the activity, then the seat of the trade is the place where the trade is performed. If the trade is carried out in more than one place, the seat is in one of places determined by the Tradesman.

If the space does not require space , then the seat of the Trade is the place of residence or stay of the Tradesman.

No space is required to open a business: If space is not required to perform the trade, the seat of the trade is the place where the Tradesman has a permanent or temporary residence.

No space is required to perform trades if they can be performed in a space that is considered residential. Activities that can be performed in residential areas are listed in the Ordinance on trades that can be performed in residential premises in the scope and manner which does not require a change of conditions use of living space. Since this Ordinance is from 1995, there are other activities that are not explicitly written in the Ordinance and the performance of which does not require a change in the existing conditions of use of housing. If you are the owner of the space in which you will perform the activity of a trade (apartment, house ....) then you will with other papers to open a business enclose a title deed proving ownership of the property.

If you are not the owner of the space , but a family member is the owner, then you will enclose the title deed, a copy of the identity card of the owner of the premises and a statement of consent the owner of the space in which it gives you the right to use the space. Note: Since it happened to certain Tradesmen that the Tax Administration clerks asked them for a lease agreement even in situations when they did not need space, the Chamber of Trades submitted request to the Tax Administration for by harmonizing procedures in all Tax Institutions.

It takes space to open a trade: When space is required to perform a trade, a Tradesman may perform a trade only in a space for which he has proof on the right of use (proof of ownership or lease agreement).

The space, equipment and resources required to perform the trade must meet the minimum technical and other conditions, determined by special regulations related to the performance of a certain economic activity.

Examples of such activities are catering, trade, transport activities and those for which compliance with the minimum technical and other conditions determined by a special regulation.

The trade can be performed in several separate plants. By separate drive is meant one or more mutually separate spaces in which trades are performed or which are used for performing trades, and are located outside trade seats.

In each separate plant, a Tradesman who performs free trade is obliged to appoint a manager. Tradesman who performs tied or privileged trades, is obliged to appoint a professional manager in each separate plant. The manager runs the business in the name and on behalf of the Tradesman.

Note: If you do business at a client's office or in the field , then you do not need a lease.

3. Which activities to register?

Depending on the type of activity you perform, trades can be:

free Free trades are those trades for the performance of which it is necessary to meet only the general conditions for opening a trade, ie. the required education is not required.
bound Related trades are those trades for the performance of which, in addition to the general conditions, an examination of professional competence is required, the appropriate secondary education or master's exam (car mechanic, hairdresser, heating and air conditioning installer, carpenter, stonemason ..).
privileged Privileged trades are those trades whose performance is possible only on the basis of a privilege, issued by the competent ministry or other competent authority depending on the activity (for example, sea fisherman, freshwater fisherman).

Accordingly, you must check whether the activity you want to register requires the required education or not. For example, you pursue photography as a hobby and you want to start making money from it. You are not a photographer by profession but want to open a lump sum business. The first thing you need to check is whether this activity requires professional training.

If you type photographer in Occupation you will get the following activities:

As you can see in the picture above, you get the following label as a condition for performing a trade. Which means you have to have a three-year high school diploma to open a business as a photographer. If you do not have this, a person with a three-year high school diploma can open a business, and you can be an employee. Another option is to open a company (d.o.o or j.d.o.o.) because opening a company, unlike a trade, does not require a degree.

The professional qualification exam can be taken for simpler occupations from the list of related trades for which the taking program has been published.

In case the candidate has acquired a qualification in previously acquired education on the basis of which he / she may be exempted from a part of the professional qualification exam, He submits a request to the Croatian Chamber of Trades and Trades for exemption from part of the exam.

The exam is registered and taken at the Croatian Chamber of Trades and Trades - Regional Chamber of Trades.

The exam is taken before the commission of the Croatian Chamber of Trades and Trades, and the members of the examination commissions are Tradesmen and experts in the field of economy and legal regulations.

The exam consists of:

Making practical work and / or rehearsals

Checks of knowledge necessary for independent trade.

The Croatian Chamber of Trades and Trades, at the request of the respondents, may, on the basis of an appropriate document, recognize part of the examination on professional qualifications from previously acquired education.

The examinee who passes the exam is issued a CERTIFICATE of professional competence. The certificate of professional competence enables the independent opening and running of a trade for which the respondent is qualified. Professional qualifications are entered in the workbook.

Preparations for taking the professional qualification exam are not mandatory but can be realized in institutions that have verified this activity.

Exam price

The price of taking the professional qualification exam is prescribed by the Decision on the price of taking the professional qualification exam, assistant and master's exam (OG 31/02) and amounts to HRK 1,200.00.

Exam costs are covered by the respondents.

Exam deadlines

The professional qualification exam is taken in 5 exam terms which are held in February, April, June, October and December. The Croatian Chamber of Trades and Trades must organize the exam outside the stated deadlines when 10 or more respondents apply for one profession.

Commercial training is mentioned when performing retail trade activities in a specialized store.

The Ordinance on tied and privileged trades and the manner of issuing privileges (OG 87/01, 47/05) stipulates that in order to perform the activity of retail trade in a specialized or non-specialized trade requires the occupation of a parent (three-year school) or a high school degree in economics or commercial studies (four-year school).

The activity of retail trade in specialized stores can also be performed by persons who have a secondary education in the appropriate occupation (at least three years of school) with additionally passed exam on training for commercial business.

Also, the activity of retail trade can be performed by persons who have finished high school with two additional exams:

trade training exam and

exam on knowledge of goods.

Passing these additional exams for performing trade activities is organized by regional (county) chambers of trades and Trades.

Login Requirements

I can take the master's exam:

persons who, after passing the scientific exam, have at least two years of work experience in the profession for which they want to take the master's exam. persons who, after completing secondary vocational education, acquire a non-vocational qualification for related trades, grammar school programs and secondary art education, if they have at least four years of work on the day of taking the exam occupational experiences for which they want to take a master's exam.

persons who have passed the scientific exam in the appropriate occupation and completed education in a master's school for a period of one year.

persons who have acquired the appropriate secondary education by the school year 1999/2000, if they are at least two years old on the day of taking the exam work experience in the profession for which they want to take the master's exam.

persons who, after completing secondary vocational education, acquire a non-qualification vocational education for related trades, grammar school programs and secondary art education, if on the day of taking the exam they have at least two years of work experience in the profession for which they want to take the master's exam and completed education in a master's school lasting one year.

Work experience in a certain occupation is the experience that a person acquires within an employment relationship, during professional training for work without employment, volunteer work or other form of work in accordance with the law.

Work experience is proven by public documents and employment contract, appropriate certificates, recommendations and witness statements about work on certain jobs.

There is no upper limit for exam registration.

Master exam structure

The master's exam consists of four parts:

1. Part 2: Making a practical assignment and / or rehearsal

2. Part 1: Testing the theoretical knowledge necessary for skilful performance of jobs appropriate to the trade

3. part: Examination of knowledge in the field of economy, knowledge of regulations on keeping business books and regulations on performing trades

4. Part 1: Testing the basic knowledge necessary for teaching scientists

At the request of the respondents, the Croatian Chamber of Trades and Trades may recognize one or more parts of the master's exam from previously acquired education on the basis of an appropriate document.

The respondent who has passed the master's exam is issued a DIPLOMA with a master's degree (master's degree). The master's degree enables independent opening and running a business or running a business for another Tradesman as well as easier employment. The master's degree is entered in the workbook.

Preparations for taking master's exams are not mandatory, but can be done at institutions that have verified this activity.

Registration for master's exams

The master's exam is taken before the commission of the Croatian Chamber of Trades and Trades in the regional chambers of trades and Trades.

The members of the examination commissions are distinguished Tradesmen and other experts.

The Croatian Chamber of Trades and Trades closes applications for each exam period 45 days before the start of the exam. After the application deadline, In the next 7 days, the Croatian Chamber of Trades and Trades will determine the list of respondents who meet the conditions for taking the master's exam.

The price of the master's exam

The price of the master's exam is prescribed by the Decision on the price of taking the professional qualification exam, assistant and master's exam (OG 31/02) and amounts to 2,600.00 kuna.

When registering for the exam, a HRK 500.00 advance payment for the exam is paid.
